As others have said, the difference between a gaming PC and a work PC is now far less than it used to be with a handful of areas that you can benefit from buying specific parts for your purpose.

Does anyone know of the best benchmarks that are closest for testing a PC for scanning uses? There's plenty of free and paid ones for gaming such as 3D mark, PC Mark, Heaven etc. CPU and graphics card (s) are the main areas where improvements can be made.

For CPU, know what your software needs, is it clock speed or colors?

Much "standard" software doesn't sufficiently use multi colors adequately and are more dependent on clock speed of a CPU. Even Adobe Premier video editing software is notoriously poor at using multi colors. If this is your scenario then an intel processor is the way to go due to their higher clock speed than AMD.

AMD Threadrippers with their lower clock speed but higher number of cores (unless you start paying £2000 for the same core count on an intel) should be best for software that properly uses multiple cores like most scanning software.

For graphics cards it's been a long time since I've used a quadro vs a GTX/RTX for work purposes. My experiences of 5-6 years ago with Quadros was not a good one. They cost significantly more and performance in CAD software was poor.

I've bought an RTX 2080ti Kingpin for my sons upcoming birthday, I highly doubt it's high gaming performance would be noticed on a work PC. Has anyone used RTX Titan's yet and seen benefit? I'm looking at you Dennis on this one!

Something like Cinebench would be good for sustained multi-core load, but for realistic results you really need to run your own tests based on the software you're using and typical workloads. Outside of point clouds, I do a lot of compiling of code and the combination of lots of CPU cores and fast SSD is the winning combo on that one.
